چکیده

In this paper, we explore the interaction between taxation and local public good (LPG) and how it impacts the spatial pattern in the framework of new economic geography (NEG). In the benchmark case of a pure LPG, the system displays a similar location pattern to the existing NEG taxation model, although the tax reduces the market size of manufactured goods. However, when we consider the inherent congestion of an LPG, we find a new agglomeration force due to the demand of the LPG and a new dispersion force due to its congestion. As a result of their interaction, the congestability is essential for determining the spatial location pattern.

Fiscal Competition, Revenue Sharing, and Policy-induced Agglomeration

Revenue sharing can be used to discourage low tax regions from competing for capital and firms with high tax regions. However, with heterogeneous regions, revenue sharing involves net transfers across regions and creates a “moral-hazard” problem – that is, regions may want to invest less in market fostering public good when the benefits are shared across nations. This paper analyzes these costs...

Industrial Location and Local Incentive Policies in Brazil: na Empirical Investigation

The paper econometrically investigates the determinants of industrial agglomeration in 2001, taking as reference recently developed measures. The considered explanatory variables comprised sector-level variables and local infrastructure and incentive policies variables. The evidence showed that variables reflecting input utilization and knowledge spillovers at sector-level had important impacts...

Agglomeration and Tax Competition

Tax competition for a mobile factor is different in ‘new economic geography settings’ compared to standard tax competition models. The agglomeration rent which accrues to the mobile factor in the core region can be taxed. Moreover, a tax differential between the core and the periphery can be maintained. The present paper reexamines this issue in a setting which, in addition to the core-peripher...

Property taxation and local public spending: the renter effect

The point of departure for this study is the pervasive finding that, other things equal, local jurisdictions tend to spend more on local services the larger the fraction of renters among their residents. This paper seeks to determine the approximate magnitude of this “renter effect” by posing the question “How much smaller would local public budgets be if all residents were home-owners?” Making...

Taxes in Cities

Most cities enjoy some autonomy over how they tax their residents, and that autonomy is typically exercised by multiple municipal governments within a given city. In this chapter, we document patterns of city-level taxation across countries, and we review the literature on a number of salient features affecting local tax setting in an urban context. Urban local governments on average raise some...
